Brockton Finance Committee hears $440,000 tab for World Cup unrest, warned of statewide zoning shake-up. Police Chief Brenda Perez and Fire Chief Brian Nardelli detailed 82 arrests, 10 gunshot victims and one stabbing tied to unsanctioned Main Street gatherings during the FIFA World Cup, against a state grant officials put at $150,000 to $175,000. Councilor Farwell said the city "put a lot of people in harm's way" without a clear "return on our investment." Separately, the committee unanimously approved a $1.3 million home rule petition for Boys and Girls Club financing and a $1,075,000 MassDOT grant for snow equipment, and postponed a $1.6 million rubbish barrel bond to October.
Zoning Board of Appeals Chair Kenneth Galligan, a 33-year board veteran, told councilors new state law replacing the "substantial hardship" variance standard with "practical difficulty" is "the most drastic change" he has seen, warning it strips local control over accessory dwelling units and non-conforming structures.
