Brockton Stormwater Authority Rescinds Ten Stormwater Permits After Open Meeting Law Complaint

BROCKTON — August 28, 2025 — Brockton Stormwater Authority rescinds ten stormwater permits and adopts corrective actions after open meeting law complaint. The three-member authority — Chair Andrew Barbato, Andrew Olson, and Kyle Holden — voted unanimously at its August 28 meeting to void a May 28 permit vote for ten projects, acting on a recommendation from the city's law department that the original agenda description, "a review of various upcoming projects," was too vague to constitute adequate public notice that a permit-issuing vote would be taken. The authority also voted 3-0 to adopt a package of corrective actions in response to a formal open meeting law complaint filed June 20 by Brockton resident Veronica Stevens, including confirming that all authority members complete open meeting law training and sign a certification by September, improving meeting agendas with advance background materials, and consolidating permit applications and review records on a dedicated stormwater authority web page. City attorney John Fisher was designated by vote to handle all written correspondence with Stevens and the Attorney General's Office. The city's contract with Apex Engineering, which provides technical peer review of stormwater applications, has not yet been fully executed and is still routing through city hall.
