Brockton's Ordinance Committee tables a four-neighborhood zoning overhaul after its building commissioner and outside counsel flag legal and drafting gaps. Commissioner of Buildings William Forte said the draft lacks minimum parking ratios and warned a provision letting permits default to approval after 14 days of inaction needs tightening, calling the code overall "not as scary as it sounds." Attorney James Burke went further, telling councilors "it's not a zoning ordinance, it's a planner's guide," arguing its reliance on undefined terms like "consistent physical environment" invites inconsistent, legally risky decisions. Rodriguez and developer Charter Development, tied to a roughly 1,300-unit project on the former CSX rail yard, urged swift passage. Councilors Griffin, Anna Castro and Teixeira raised competing concerns about planning-board authority, impacts on existing landowners and homeowner access. The committee voted unanimously to postpone the ordinance and a related zoning-map amendment to its next meeting, expected before the end of June.
