Zoning Board · Meeting of October 14, 2026
BROCKTON — The Brockton Zoning Board of Appeals voted 3-2 to deny a variance for a three-story restaurant and apartment building planned for 707 Warren Avenue. Fire Chief Brian Nardelli, a board member, said he found no legal on-street parking near the site and worried "we will now have cars packing up Packet Way in front of residential houses." Attorney Philip Nasrallah represented applicants Carlos and Vera Leal, who proposed a 20-seat restaurant with four apartments above, relying partly on an unsigned laundromat parking easement. Members Stephen Lianis, James Sweeney and Monique Greenberry voted for the grant; Nardelli and Chair Kenneth Galligan voted against.
The same board separately approved, 5-0, a single-family home for the Hebche estate on Brookside Avenue and, 5-0, an electronic message sign for New Heights Charter School at 1690 Main Street, with hours restricted to 7 a.m. to 11 p.m.
