BROCKTON — The Brockton Zoning Board of Appeals voted 3-2 to deny a mixed-use restaurant and apartment variance at 707 Warren Avenue while approving two unrelated petitions. Board members cited an unrecorded parking easement with a neighboring laundromat and a missing restaurant floor plan as key concerns; one member said he was "not going to lie" that the project was "spectacular" but called parking his "biggest concern." City Councilor at Large Jeff Charnell spoke in favor, but the board split, with members Landis, Sweeney and Greenberry voting to deny and Chief Nardelli and Chair Galligan dissenting. Separately, the board unanimously granted a variance for a new single-family home on a long-disputed 6,581-square-foot Brookside Avenue lot, and unanimously approved an electronic message sign for New Heights Charter School with automatic nighttime dimming between 11 p.m. and 7 a.m.
