Brockton Conservation Commission sends hotel and road projects to peer review

BROCKTON — November 20, 2025 — Brockton Conservation Commission unanimously approved permits and sent two major projects to peer review at its November 20 remote meeting. The commission voted 5-0 to refer a proposed 120-room hotel at 55 Christie's Drive — filed by Scott Faria of Homegrown Engineering for developer Calm Properties — to third-party peer review after staff coordinator Kyle Holden flagged missing wetland delineation data, absent erosion controls, and a state DEP comment about a possible 2005 wetland change on the parcel; abutters representing Belmont Street South LLC raised concerns about stormwater discharging onto adjacent parcels that include an early intervention playground. The commission also sent the Center Street and Plymouth Street intersection improvement project, a MassDOT-funded traffic signal proposal over Troutbrook prepared by CDM Smith for the city Department of Public Works, to peer review over a DEP question about limited-project status under the Wetlands Protection Act. Two certificates of compliance were granted: Eversource Energy received a complete certificate for its Brockton regulator station modernization at 20 Oak Hill Way, with the standard as-built waived on national security grounds after Holden confirmed compliance on site; and 360 Pearl Street received a long-delayed final certificate after engineer Azu Ateniru of ET Engineering confirmed all conditions — including unauthorized fill removal and buffer-zone planting — had been met. The commission also issued applicability determinations for porch replacements at 63 Bartlett Street and 69 Chester Avenue, a deck expansion at 24 Prescott Street, a non-potable well at the Crown Linen Service facility at 309 Battles Street, and soil test pits at DW Field Park, while continuing a 125 Liberty Street certificate of compliance to December 17 pending installation of required no-salt signage.
