Brockton Conservation Commission Clears Wetland Project for Peer Review, Flags Stormwater Gap

BROCKTON — January 21, 2026 — Brockton Conservation Commission gives informal go-ahead for contested wetland-lot peer review and advances River Street triple-decker toward approval. Meeting Wednesday, the commission's seven members signaled 5-0 in a non-binding straw poll that the Zero Lotton Avenue applicant may proceed with a peer review of a proposed single-family home requiring direct wetland impact, with Conservation Agent Kyle noting the commission "is not bound by any decision made tonight." The commission also moved toward an order of conditions for a proposed three-unit dwelling at 23 River Street, identifying special conditions including no heavy equipment on the restored slope, a no-salt requirement for the parking lot, and — most notably — a requirement that a signed stormwater engineering review be submitted before any construction begins. Agent Kyle disclosed that Brockton's Stormwater Authority has not met in roughly six months and has not issued a stormwater permit in at least two years, leaving the city without a functioning review mechanism the local ordinance requires for three-family projects. Nine other properties were continued to the February 18 meeting.
