BROCKTON -- April 15, 2026, Brockton Conservation Commission unanimously denies certificate of compliance for 30 Sergeants Way, citing stormwater system collapse. Conservation Agent Kyle Holden reported at the April 15 remote meeting that a site visit roughly ten days prior revealed the property's grass swale had washed out entirely, the sediment forebay appeared clogged, and the infiltration basin was silted over, conditions he described as "a catastrophic failing of the stormwater basins." The commission voted to deny despite a request from the property's engineer, identified in the transcript as Azu, who sought a partial certificate to allow a new tenant to move in while remaining work was completed. In the same meeting, the commission voted unanimously to issue an order of conditions for a VA Medical Center stormwater improvement project at 940 Belmont Street, incorporating four special conditions recommended by peer review consultant Beta Incorporated, including submission of a draft stormwater pollution prevention plan before construction, plus an additional condition requiring phased coordination meetings with Holden as work proceeds across the large campus site.
