Brockton Finance Committee Advances $5 Million in Pension and BRA Transfers

BROCKTON — December 3, 2025 — Brockton's Finance Committee recommended nearly $5 million in financial transfers and grant acceptances Monday, including a $3,388,863 pension stabilization fund transfer and a $1,609,443 appropriation to extinguish a deficit tied to the Brockton Redevelopment Authority's mismanaged federal housing funds. Chief Financial Officer Dr. Troy Clarkson said the pension move bridges this year's normal cost obligations while the city prepares a roughly $60 million pension obligation bond issuance expected in late January, projecting savings of approximately $3.3 million per year in FY27 and FY28. DPW Commissioner Pat Hill warned the refuse enterprise fund could run a deficit exceeding $1.2 million in FY26 without fee increases, telling the committee, "We won't make it this year, I can tell you that for sure." The committee also heard a pointed exchange with Brockton Community Access Executive Director Scott Mercer over the station's tape-delayed election night coverage and recurring technical failures in Council Chambers, recommending a resolve on the matter with Chair Sullivan abstaining. Both free-cash transfers hinge on state Department of Revenue certification of a free cash balance Clarkson anticipates will exceed $15 million before the full City Council votes the following Monday.
