Finance Committee · Meeting of October 19, 2026

Brockton's Finance Committee unanimously recommended a 20-year, 75 percent tax increment exemption for a 40-unit downtown redevelopment. Mayor Moises Rodriguez and developer John Gonsalves defended the deal for the former Edison building at 28-36 Main Street, vacant for 31 years under state ownership. Councilor Nicastro pressed whether South Side residents benefit from downtown-heavy tax deals; Councilor Farwell said "we owe him a better downtown." The committee also heard a presentation from Old Colony Planning Council's Mary Waldron and Joanne Zygmunt on a regional water plan showing enough supply through 2050 but PFAS and infrastructure pressures.

Councilors postponed a YMCA downtown zoning item to December and a state zoning-litigation resolve to November, and tabled a surveillance-camera policy resolve. The committee also accepted a $35,640 MEMA grant and a $500 Honda donation.
