Brockton Finance Committee recommended seven new Advisory Council on Health members and advanced a long-stalled Boys and Girls Club easement while tabling two home rule petitions at its July 20 meeting. All seven nominees, including Dr. Han Ngo, a Vietnamese-born immigrant who served 22 years at Brockton Hospital including as chief medical officer, and Dora Green, a pharmaceutical health equity specialist who cited work on digestive disease disparities in Black communities, were recommended unanimously to the full City Council.
The committee approved an amended home rule special act and a companion easement instrument granting the Boys and Girls Club of Metro South an approximately 1,541-square-foot access and utility easement over Eldon Keith Field, with City Solicitor James O'Brien and Boys and Girls Club counsel Anthony Savastano on hand to present. Councilor Farwell tabled two other home rule petitions, citing insufficient time in the current legislative session. The committee postponed a proposed $175,000 Barr Foundation transportation planning grant transfer to August 17 after Farwell demanded written clarification from the foundation on whether the position must reside in the embattled Planning and Economic Development department, while a $360,000 Mass Save energy manager grant transfer passed over Farwell's objection that the city had already hired a replacement employee before seeking council approval.
