Brockton City Council Appoints Haitian-Born Firefighter, Approves $512,000 in Grants

BROCKTON — December 22, 2025 — Brockton City Council wraps 2025 with a firefighter hire, four license actions, and more than $512,000 in grants at its final session. The council voted 10-0 Monday to appoint Jean-Marc Delucent, 27, a Haitian-born Brockton resident who had previously served with the Hanover Fire Department, as the final member of a January drill-school class, with Fire Chief Nardelli calling him "the final piece to this last class." The council unanimously approved a motor vehicle repair license transfer for Mag's Towing at 73 Perkins Ave. and both a garage license and mechanical repair license for Teen Challenge of New England at 12 Clifton Ave., each with negotiated conditions read by Councillor Linda Castro of Ward 4. Grant authorizations totaling $512,510.71 — including $323,822.71 from the Executive Office of Public Safety and Security to the Fire Department and $175,688 from the Executive Office of Elder Affairs to the Council on Aging — passed 10-0, and a five-year, 74-cart golf-cart lease with New England Golf Cars for DW Field Golf Course was approved unanimously. A $1,000,000 transfer from fire non-overtime to overtime accounts passed 10-1, with Councillor Durancourt casting the lone dissent on that item and two others. Three outgoing councillors — Tom Minichiello, Durancourt, and Mayor-elect Moses Rodriguez, who cited 12 years on the council — delivered farewell remarks before the body adjourned to caucus on a new council president.
